gpg -c filename command works fine with oracle user but gives error with other user

I tried to run below command
gpg -c test.sh
It works fine with oracle user which have root access also but same command gives me error with other user(soawls in my case).
gpg: cancelled by user
gpg: error creating passphrase: Operation cancelled
gpg: symmetric encryption of `test.sh’ failed: Operation cancelled
It didn’t prompt to enter passphrase neither did i cancelled operation.
